No - robots can be tethered.  Even the CPU can be off-board.

The house floor probably won't be black with white walls either.
And the fire wouldn't be able to be blown out with air.  Remember,
this isn't a contest for REAL fire fighting robots - it's a 
process to develop the technology that COULD be developed into
a real fire fighter.  Sensors, navigation, and software are the
tough problems.  Not power sources.
