First you need to verify that the voltage is there.  Your driving
electronics may not be able to provide enough current.  Also some
relays use polarized coils.  Internally they use magnets to
decrease the amount of power required to energize.  
The only way to increase the current is to raise the voltage. 
Some solenoid drivers use a one shot to provide a brief high
power pulse to get it pulled in.  Then a lower power is applied
to keep it pulled in.
