This is not my area, but I wonder if current text-to-speech chipsets will
have as simple an interface as you describe.  I found a URL that you might

  Several years ago (15+?) I purchased a very simple phoneme based speech
synthesizer from Radio Shack.  I used my C64 to produce fairly good 'words'.
As I recall, it used 4 data bits plus a strobe.  I can't find a similar
product today.  Any help or ideas?
