Jeez, 73mW quiescent power!

I suppose that ECL must always operate in the linear region. The quiescent
power is the same as the operating. Brings to mind a question. If the
switching speeds of fast CMOS is on the order of 200MHz flip flop toggle
rate, what configuration is being used in the newer PC processors operating
at processor clocks of over 1GHz!
