That is already true.  Course set up is at about 10 or so.   Also, there is limited time between events.
Contest had several out 'tweeking' on the side lines at one time leaving poor Kip to fill dead air.

Suppose that we have the course set up by 11:00am on the day of the
competition so that robot builders can have 1 hour to do their testing
and tweaking in that insidious sunlight?

What I meant was tweaking, tuning, aiming, etc... should be included in
the overall time limit. The current rules state the event timer starts
when the robot crosses the line the first time.
