10 milliamps will definitely cause your heart to go into fibrillation if the current crosses it.
  The "jolt" you get from a static discharge can be up to 30,000 volts (a  one cm spark in dry air), but the current is in the SUB-MICRO amp range.
  The high voltage is created from batteries using a similar mechanism  that is used for tesla coils but at lower frequencies. This usually  consists of an oscillator driving a transistor whose output goes to a  step-up transformer. A series resistor limits the current from the  battery.
