Tell test subjects they will experience a million dollar government  
weapon and that they should be prepared to feel nausea and maybe  
vomit...
and something like 30 % of the test population will feel nausea due to  
the nocebo effect.  Enhance the demo with a ringer in the crowd - a  
builimic that can enrich the experience with sound and smell of fresh  
vomit.

There is no doubt that the senses can be confused by overloading  
them.  Law Enforcement folk already make use of bright lights.  Like  
any good scam, sprinkle in a healthy dose of truth, riff on accepted  
practices and you can soon be bedazzling folks out of their money.

This thing could trigger dangerous seizures in some.   Drug users  
might enjoy or be terrified of the trip.  Your mileage may vary.  But  
as a 'weapon' the effect is subjective and that isn't a sufficient  
standard for selecting law enforcement equipment if you are seeking to  
protect the guy in the uniform.

Still, it might be a good excuse for a new Police Academy movie.   Not  
only does the Bedazzler light up but it decorates the clothing of  
everyone within range.
