A friend of mine and I (I'm the Tom in Milwaukee) have been doing Surface
mount for a while.

My advice:

Read SparkFun's info on the skillet method.
We use PNP blue and make our own boards for Surface mount, as long as you
don't have traces coming out the side of the pads.
Don't go smaller that 0805 for components, they are too hard to handle and
place by hand.
Royce applies solder past by hand, I am doing the same board 20 times and
got a friend with a laser cutter to cut a paste mask out of .005" plastic.
Either method works after a little practice.

The cheapest boards I have used are the 4pcb.com guys.
   Look for there "bare Bones" product, ships in 1 day.
